NAICS Size Map: check you are small under every code you list
by PaperChaseWebb
A free kit for small firms that list several NAICS codes. Enter your receipts for the last five fiscal years, your pay-period headcounts for the last 24 months, any affiliates, and the size standard for each code from the current SBA table. The map works out your average under each code, marks it small, near the line, not small or no standard, flags old table dates and codes missing from your registration, and ties every set-aside you claim to its proof. The owner confirms the map at their own terminal.

What you end up with
One page that says, code by code, whether you are small, and which set-asides you can claim today.
What you get
- The method: average the way the rule says, compare code by code, and keep every claimed status tied to proof
- sizemap.py: 7 input checks and a verdict per code (small, near the line, not small, no standard, unknown) with the math shown
- map.md, map.json and a codes file the Bid Watch Sheet can read
- Flags for table dates over a year old, codes not on your registration, uncertified statuses and renewals inside 60 days
- Confirm refused inside an agent session, without a terminal, from anyone but the owner and after the inputs change
- AGENTS.md, CLAUDE.md, a Grok Bot standing order and a Hermes skill, a fictional example, and 34 tests
Who it is for
Small firms that list more than one NAICS code and want to know they are small under each one before they claim it.
Works with
Solid chips: the agent is named in this listing's own tools list. Dashed chip: One Python script, two templates, a fictional firm with five codes, and agent rules for each harness. Tested on Linux.
Tools needed
Cost to run: Free. Python is free.
Time to result: First map in about 15 minutes
How it works
Run the example
Unpack the file and run python3 sizemap.py map example/firm.json example/codes.csv out/ --today 2026-11-04.
Expected: 2 small, 1 near the line, 1 not small and 1 with no standard, each with its math.
Fill your inputs
Copy the templates and enter your receipts, headcounts, affiliates and the current standard for each code you list.
Expected: sizemap.py check shows inputs OK.
Map and read it
Run map and read every flag: near the line, old table dates, codes not on your registration and status notes.
Expected: map.md with one row per code and a status section.
Confirm at your own terminal
When the map is right, the owner runs confirm and types confirm.
Expected: status shows confirmed, and CHANGED if any input is edited later.
Sample prompts, free to use
Follow AGENTS.md. Run sizemap.py status, then map with today's date, and send the owner map.md with every flag and a drafted fix for each. Do not confirm, change a registration or claim a status.

# NAICS Size Map **Check that you are small under every NAICS code on your record, using the averaging the size rules actually use. Codes near the line get flagged, every set-aside you list gets tied to proof, and nothing changes in SAM.gov until you confirm.** Version 1.0, 2026-11-04. By PaperChaseWebb Inc. Free. Works with Grok Bot, Claude Code, Codex and Hermes, or by hand. Python 3.8 or newer, no installs. ## The problem Most small firms list several NAICS codes and check their size once, the day they register. Then receipts grow, an affiliate appears, or SBA updates a standard, and one code quietly stops fitting. Size is measured per code, over a fixed window, with affiliates added in. A single number from last year's return does not answer it. The same drift happens with set-asides. A status gets typed into a profile or a capability statement and stays there after the certificate lapses, or before it was ever granted. ## What you get out of it - map.md: each code on your record with the standard, your average, the share of the standard you use, and SMALL, NEAR THE LINE, NOT SMALL or NO STANDARD. - A set-aside table with the proof behind each status, its renewal date, and a plain warning where a status cannot be claimed yet. - bidwatch-naics.json: the codes you are small under, ready for a Bid Watch Sheet profile. - An owner confirmation tied to the exact figures, so the map shows CHANGED the moment anyone edits them. ## Who it is for Small firms and solo contra
Test record
- Date
- Nov 4, 2026
- What was run
- tests/test_sizemap.py (34 tests) unpacked from the pack file and run fresh on Linux, Python 3.8, 3.9, 3.11, 3.12 and 3.13; check, map, confirm and status on the fictional example.
- Result
- 34 passed, 0 failed on all five versions; the example maps 2 codes small, 1 near the line, 1 not small and 1 with no standard; confirm refused in agent sessions, without a terminal, for the wrong name, without the typed word and after an input edit; the inputs are never modified.
- Not run
- macOS or Windows. A real firm's records or the live SBA table. A live Grok Bot, Claude Code, Codex or Hermes session.
Copied from this item's dated test notes. What was not run stays in.
Worth knowing
- It does the arithmetic on what you enter. A wrong standard or a missing affiliate gives a wrong answer, so copy standards from the current SBA table.
- The example standards are made up. Never use them for a real firm.
- On 2026-11-04: 34 tests passed on Python 3.8, 3.9, 3.11, 3.12 and 3.13 on Linux, run from the files unpacked out of the pack. Agent rules guide; they were not loaded inside each harness for this release.
- Not legal or contracting advice. Size rules have exceptions this kit does not model; confirm your own size before you certify.
Questions
Does it look up size standards for me?
No. You copy each standard from the current SBA table and the date you checked it. The map flags any date over a year old.
Can my agent confirm the map?
No. Confirm is refused inside an agent session, without a terminal and for anyone but the owner named in the file.
What does near the line mean?
Your average is at or above 90 percent of the standard by default. You can change the threshold in the firm file.
What should I pair it with?
The Bid Watch Sheet (free) can read the codes this map marks small, and the Eligibility and Compliance Gate Checklist ($29) checks the rules before you commit to a bid.

Bid Watch Sheet: score this week's notices before anyone replies
A free kit for small firms that check government contract notices every week. Write a profile once: your NAICS codes, the set-asides you hold, your states, the shortest runway you will work with, keywords and exclude words. Each week, put the notices in a CSV from the search you already use. Five gates pass the clear misses with a reason, the rest get a fit score out of 100, and nothing is drafted until the owner records pursue or pass at their own terminal.

Eligibility and Compliance Gate Checklist: eight gates to clear before you bid a set-aside
Before you bid a set-aside, check the current SBA and FAR rules on size and status and confirm you are eligible. This is not legal advice. This checklist walks the eight gates in order, from an active SAM record and size under the assigned NAICS to set-aside status, exclusions, the limitations on subcontracting, teaming, responsibility and procurement integrity, with checkboxes and the exact rule behind each one.

Veteran GovCon AI Kit: capability statement, SAM.gov profile checklist and past performance with your agent
For veteran-owned and other small firms starting in federal contracting: a fact sheet your agent drafts from, eight prompts for a one-page capability statement, a SAM.gov profile checklist, a past performance skill, agency research prompts and capstat_check.py, thirteen read-only checks for UEI, CAGE and NAICS shape, hype words, placeholders, length and a dated source line for any status you list.

Evidence-Only Capability Statement: every line traced to proof
A one-page federal capability statement your agent can draft without inventing anything. Every competency, past job and status sits in a claim ledger with the file that proves it. A checker traces each line back, refuses invented figures, stale SAM data, uncertified set-aside statuses and praise words, and your signature is tied to the exact text.
